In 1980, a federal agent is murdered during a surveillance operation on a pimp's yacht. To conceal connections to an international prostitution ring that services foreign ambassadors, the agent's girlfriend is kidnapped. An investigating police detective, facing challenges in the case, seeks the help of a former call girl to rescue the kidnapped woman and dismantle the prostitution ring.
